Recently, the General Office of the Provincial Government issued the “Several Measures to Accelerate the High Quality Development of the Commercial Aerospace Industry in Shandong Province” (hereinafter referred to as the “Several Measures”). Yan Jie, Deputy Director of the Provincial Department of Industry and Information Technology and Director of the Provincial Office of National Defense Science and Technology Industry, introduced the relevant situation.
1、 Background of Document Issuance
The Central Committee of the Communist Party of China and the State Council attach great importance to the development of commercial aerospace. In recent years, the Central Economic Work Conference and the State Council Government Work Report have continuously made arrangements for commercial aerospace, requiring the active creation of new growth engines and the promotion of safe and healthy industrial development.
The provincial party committee and government attach great importance to the development of the commercial aerospace industry, including deep-sea aerospace as one of the 19 iconic industry chains, and promoting the construction of key commercial aerospace industry chains at a high level. A relatively complete industrial system covering rocket and satellite manufacturing, space launch, satellite applications, etc. has been initially created, forming certain development advantages. At present, the commercial aerospace industry is facing a critical period of explosive growth. In order to further seize development opportunities, strengthen Shandong’s aerospace characteristic advantages, and cultivate new growth points in the industrial economy, in accordance with the deployment requirements of the provincial party committee and government, and based on in-depth research and extensive solicitation of opinions, the Provincial Department of Industry and Information Technology, together with relevant departments of the province, has jointly studied and formulated the “Several Measures”. After being reviewed and approved by the executive meeting of the provincial government, it has been officially issued as a document of the provincial government office.

The main characteristics of the “Several Measures” are reflected in the “three focuses”:

The third is to focus on forging a strong commercial aerospace industry chain. Based on the advantages of Shandong’s complete industrial system and solid foundation, the document focuses on the development of rocket satellite research and development, manufacturing, data development and application, as well as new materials, components, integrated circuits and other aerospace related supporting fields. It provides support in technological innovation, talent attraction, enterprise training, industrial agglomeration, ecological optimization and other aspects. By tapping and releasing the potential of Shandong’s manufacturing industry, it promotes the coordinated development of the entire commercial aerospace industry chain.
